Excel 2013 - Conditional formatting is forcing left and bottom justify even if it's been manually set to something else

I'm having an issue with Excel 2013, where I've set a cell's justification to center and middle, and then attempted to apply conditional formatting to it. If the cell's contents meet the conditions, the formatting is applied, but then it also forces the contents to be left and bottom justified. What's even stranger, the center and middle justify buttons are highlighted appropriately in the ribbon, but it's not showing up as so.

Why is this, and how do I fix it? There doesn't seem to be any justify settings in the formatting dialogue box for conditional formatting...

Figured out a workaround: When converting an Excel workbook from an older version to a newer one, it has this glitch. But if I start a new Excel workbook and copy over all of the data and formatting to it, it eliminates this problem.

Not sure what's causing the problem, but at least there's a workaround: start a new workbook, copy data from old, paste to new.
