    Try windows Updates
Or you can recreate the user profiles.
I have solved the issue by these two methods. Use any of them

Try to create a new local admin account then test search box and control panel again.
According to your description, search box and start menu should have trouble, this phenomenon usually has something to do with user profile, create a new account and migrate data is a common method.
If you still couldn’t open app or Control Panel on other account, you need to execute a in-place upgrade to fix system issue, please download a clean Windows 10 ISO file from media creation tool, then use it to upgrade current system. Media creation tool can be downloaded from Microsoft website.
