Hello, I currently share my OneNote notebook on a local network folder with other colleagues and everything from PC access works fine. The issue I'm having is when I try to open an edit the notebook from my iPad Air via a file a explorer connected to the network folder, it does not open it in the OneNote iOS app it simply attaches the file to a section and it can't be opened either nor edited. When I do this same operation with other office documents everyting works fine it's only OneNote that is not cooperating. So please help to anyone having a solution. Thank You.

Indeed I have a file explorer on my iPad it shows the file and all but when I go open this is what happens. I attaches the file to OneNote oppose to just opening it like any other app like word, excel, or ppt.

There is no solution. By design.

To share a Onenote notebook with an iPad the notebook must be on Onedrive.

A workaround would be a remote desktop client on the iPad.
