I am getting an error message - "something went wrong - we couldn't start your programme.  Please try starting it again"

When I go into 'services.msc' and try to restart the 'Microsoft Office Click to Run Service' I get an error message "Windows could not start the Microsoft Office Click to Run Service service on local Computer - Error 17000:0x4268"

Hello Barry,

You may try to repair Office 2013 installation then access the Office applications and check if that resolves the issue.

Refer to the article mentioned below on how to repair Office 2013:

If the issue still persists, then remove and re-install Office 2013 suite and verify the status.
