certificates and encrypted files after reinstalling windows

Dear addressee,
A couple of days ago, I extended my computer's HDD by adding an SSD. Then, I installed the windows on the SSD. Following that, I formatted the corresponding drive for windows on my old HDD.
Unfortunately, some files of mine were encrypted in the previous windows and now I don't have any access to open, edit or even copy or move them. My access is denied as it is said that I am not the owner of the files and the owner is my old account on the formatted windows. It seems that I should have exported the certificates onto the new windows, which clearly I haven't.
I'd be more than pleased if you let me know how I can find access to the old certificates or recover them to be exported onto my new windows.

    Sorry, Amir, the situation is not optimistic.

    You know, the files that were encrypted in the previous operating system must also be decrypted in that same operating system and same account, without certificate backup, we can’t decrypt them. Since you have format disk and clean install Windows, you have lost certificate.
    If your files is very important, maybe you could take a chance from data recovery software or company.
