UID number is changing to zero

UID number is automatically changing to zero in active directory, when I click on generate UID number, it displays a unique number and next day when I check, value becomes zero. not sure what is the issue.

Also, do let us know if you are using Azure Active Directory or the On-Prem Active Directory in this case.
