Access Runtime file extension

I have access runtime 32-bit installed on a windows 7 64-bit box and the access databases are not loading with it. Microsoft asks me to find a program to open it with but I cant find the runtime. this works on a different model pc with windows 7 64-bit. is there a way to configure this to open with access runtime? the pc model type is a dell precision t1650

    The runtime is msaccess.exe (same as the full) and it should be installed in the Office folder.
