Problem adding new comment in Word when using split window

I'm using Word 2013 on Windows 7. I'm reviewing a document using a split window so I can compare two sections which should be very similar. When I try to add a new comment in the bottom pane, the focus shifts to the top pane. The top pane scrolls to the same position as as the bottom pane and opens up the comment ballon so I can add my comment. The problem is that I want to look at what was originally in the top pane when adding my comment so I have to close the comment window, scroll one of the panes to where I was before and re-open the comment window. This is a big hassle and conpletlly disruptive to my train of thought.

Once the comment has been created, I can edit it in either pane without a problem.

So is this a bug or is there some setting that I haven't been able to find yet that affects this behavior?

I have now learned that this is a known issue. The workaround is to always work in the top pane and use the bottom pane as a "static" location. Also, be sure to use comment balloons, not the Revisions pane.

    Try focusing the top pane on one page and the bottom pane on another page then adding a new comment from the bottom pane... What happens is that you will see the same thing - two comment balloons, one on top pane and one on bottom. If you pay attention when you start typing the comment you will see that you are typing into the top pane, not the bottom.

    This is really annoying because I want to refer to what I was looking at in the top pane while writing the comment in the bottom pane. Instead I have to re-locate the section that was in the top pane.

    If I add the comment to the top pane, everything works as expected. I type the comment into the top pane while still viewing the other section of the document in the bottom pane.

    I'm still waiting for an answer for this question. If it's a bug, I'd like to know...

    I've seen some other strange behavior with split windows. For instance, I typed something in to the lower window and it didn't appear in the upper window. Only saw that once though...

    Split window just before I add comment

    Split window as soon as I click on "new comment"

    Notice how the top and bottom of the split are now the same. and the box  to type the comment is in the top.
