What To Purchase for VB.Net?

Hello:
I am a VBA programmer, but want to expand to VB.Net. It is not clear to me if I have to purchase Visual Studio, or if I can just purchase VB.Net in a standalone application. The price of Visual Studio is above my budget.
If VB.Net is available, where can I purcahse it, what version is current, and how much does it cost?

It is a massive tool that Microsoft was charging over a thousand dollars for. Its complexity is intimidating but there are many tutorials and other resources to learn from.
