You can't: to both questions.
That isn't true. I have only ever used Onenote on my phone & I have been able to change the name of a section. I can't remember how I did it but I've been able to!
ONE NOTE.
How does one rename a folder or section name? I read in some of the forums that you cannot. Come on, it's Microsoft for Pete's sake! Surely they would not overlook such a basic function.
They have added the feature now.
