Cell value equals Filter selections

I am using column filters. Is there a way to make a cell value equal the search criteria. 

I have formatted for short dates in column A14:A1998 (filter drop down in A13). If i filter by year or years, is it possible to have those filter options listed in cell B3...

If i filter for 2013, cell B3 = "2013"

If i filter for 2014 & 2015, cell B3 = "2014, 2015"   (and so on...)

    Apologies for delayed response, had to set this aside...

    Here is a sample of the table layout. I would like to type the filter data in A1, then have the query table filter on column A using the A1 value.
