Error Code 30183-4 while installing Office 2016

I cant install office due to an error message that says------

Couldn't stream Office

Sorry we can't find a required file. Please check that the installation source is reachable, the try again.

Please provide more information before we proceed.

-Which browser are you using?

-Did you have any previous version of Office installed?

If you are using Internet Explorer then open in private mode and try to download.

Close all open windows including all browser windows. To launch IE in the InPrivate browsing mode try the section Start an InPrivate browser session from the following article.

    I had to disable Windows Defender Real Time Scanning to get past this.

    I have the same error code. My computer is empty, the previous owner Uninstaller everything. I took it to Best Buy geek squad and they have never seen this error. They "think" it's from where the Microsoft servers are pulling the install from and it's a Microsoft problem.

    What can be done???????

    I'm using IE. I have uninstalled all the previous versions of MS-Office. Still I see the same issue.
