OneNote .dll error

I have several users that when they open onenote they get the following error:

The Program can't start because api-ms-win-core-synch-l1-2-0.dll is missing from your computer.  try reinstalling the program to fix this problem.

I've attempted a reinstall of Microsoft office 2013 several times and the issue goes away for approximately 24 hours but the error returns.  I've attempted to look for the actual .dll file on a user's computer where the error does not exist and can't seem to find it.  I've googled solutions and I've done some of the suggestions and still have not been able to get rid of the error.  The onenote software continues to work once the user presses ok on the error but it is annoying to have to see it every time a user uses onenote.  I can't do a system restore because it will cause havoc on other files and software on the PC.  I can re-image he computer but that would mean the user would have to temporarily move to another location which causes delays in their workload.  Any suggestions would be greatly appreciated.

    We've had about 10 users (including myself) with this issue. 

    It occurs in two instances;

    At Win 7 boot up and when opening One Note;

    I've tried all the troubleshooting that Miguel has, in addition to trying a different profile on the PC with no luck.

    Anyone have any suggestions?

    I've got the same problem with my Office 365 and I have Windows 8.1. It started out when Office wanted to update to a new version, this happened 29 of October. At the same time Windows and Java Script also got something update. Then the problem with the Office occurred and I get the same massage for Word, Excel, Outlook, PowerPoint etc. Nothing works.

    This is what I tried to do:

    1. Reinstall Office - didn't get better.
    2. Tried to find the update files for Windows - the computer said "no updates found".
    3. Reinstalled the whole computer, and deleted Everything.
    4. Installed Office once again - Yes! Office works again.

    One day later the Office stopped again with the same massage.

    1. Got angry.
    2. Did a reboot of the Windows system again and this time I unselected automatic installation for Windows Update.

    7. Installed Office a third time.

    8. Office works once again.

    24h later...

    1. Office doesn't work and the .dll file are missing.
    2. F**k this sh*t!

    So.... Now I have no clue to what I can do. I need the Office program because I'm a student.

    Any suggestions??!!

    I have the exact same problem here as NicomarTech.   Windows 7,  Office 365 on a stock Dell Latitude.
