Can we assume you can build queries without the builder?

I am using Access 2016.
I am attempting to use the "Build" function in the "Criteria" line of a Query.
No matter what database I am in I get the error below.
Any Idea what could be causing this?

It happens when selecting from the popup menu
It appears I could build a querie without the builder, but I would like to use the builder to insure I do it correctly.
I assume the same happens when you choose the builder from the ribbon. I don't have 2016 so I can't test. I haven't used the builder in a while.
Yes, same happens with ribbo.
I assume it is something in the settings, but I cant find anything...
