Using Footnotes within Merge Fields

I am trying to use footnotes with Merge fields, however I am getting an error upon render where the footnotes are looped through twice with the first loop having all of the footnotes in the document appearing on the first page. The second loop has the footnotes displayed correctly

I am unsure if there is a setting that is configured wrong, if this is a bug, or if Microsoft Word does not support footnotes with merge fields.

Notes: I am using Microsoft Word for Mac. There are only two footnotes in the document.

In the toggled/ un-rendered state, the merge fields the document look like this:

    Since you've blanked out all meaningful content, it's impossible to tell whether the footnotes are anchored to content within the IF fields, or are located outside of them. Furthermore, it's also not apparent what type of merge you're doing and whether multiple records are being output on the same page. Please also clarify what you mean regarding 'looping'.
