Repeating elements through multiples pages Word 2016

How do I repeat an element within multiple pages. Currently, I am placing them in the footer and header, but I have realized that they are now overlapping? 

Here is what the current document looks like. I am not sure why the footer and header are not displaying independtly.

    Okey dokey, how would I repeat elements regardless of sizing then?

    Without complete details I'm not sure this will satisfy your requirements, but I accomplished this in about 3 minutes:

    The steps involved:

    1. Create a new blank document
    2. Go to View> Header and Footer
      1. Create a WordArt Object (Insert> WordArt) or a Text Box
      2. Enter & format the content
    3. Select the shape
      1. On the Shape Format contextual tab click the Arrange button
      2. In the dropdown palette click the Position button
      3. Click the middle icon to center horizontally & vertically
    4. Go to Format> Borders & Shading
      1. Click the Page Border button
      2. Choose the settings you want
    5. Close the Header/Footer

    Hi there Mike,

       Thank you for your help. A sample of the first page would look something like this: 

    I wanted to have this layout repeated in multiple pages, about 365 to be exact.

    If the header text is too big, it will extend down (and even truncate). Likewise, the footer will extend upwards. At some point, they'll overlap as you are experiencing.

    The solution is to reduce the size or amount of text you are attempting to fit in the header or footer.
