Access database locked when certain users open it

I created an Access Database and placed the tables in a BackEnd file in a shared folder, then distributed copies of the Front End to the different users (6 users). Everyone has full control over the folder and BackEnd file and everyone opens the database in shared mode with no locks. When one of the normal users opens the database, it gets locked for other users, but when a person from the IT department opens it everyone can access at a time. 

I don´t know if that affects, but the IT person also has administrator privileges that we don´t. What could be the problem here?

    I would simply have users attempt to create and delete a simple text file in the folder containing the back-end file. All users should be able to both create and delete.

    If an IT admin can get there without locking others out, then I would assume a permissions issue and I would double check the permissions on the back end. Also what folder on the local PC is the FE in?

    Hi Karl. For troubleshooting purposes, I would suggest creating a blank database and then add a linked table to the backend. Then, while the new database is open and you have one of the linked tables open, ask one of the other users to use their FE.
