Excel Browse button does not work

i am getting random, erratic occurrences of the browse button not working in Excel 2016. I open a new Excel document, go to File/Save and click browse and nothing happen, the same with Open and browse. I can't see any pattern, all users have the same settings and it doesn't happen to the same users or on the same computers and the computers don't always have this behaviour.

i can sometimes replicate the problem by having a file Book1.xlsx in the documents folder, Excel will (Sometimes) message 'Book1.xlsx already exists, do you want to overwrite' say yes or no, and browse never works again, and this is after file/open, so not even trying to save a new file.

Allother office apps ok

no add ins

tried reinstall and repair

win7 sp1 all updates OS

win 2012 network

most of the time it works ok.

going mad.

    Hello,

    Welcome to Microsoft Community.

    Have you already tried doing an Online Repair of Office 2016?

    If yes, then check if the issue is happening due to other reasons. Try opening Excel 2016 while in the Clean Boot mode and see if you are able to click on and use the Browse button normally.

    You may restart the computer in Clean Boot mode and check and try installing the language packs.

    To restart in Clean Boot follow the steps as per the following Microsoft Article:

    Note: After you have finished troubleshooting, follow steps under “How to reset the computer to start as usual after troubleshooting with clean boot” in the article to boot to normal startup.
