Suddenly not able to login to other Teams organisations

My colleague has an issue with logging in to external organisation Teams that he used to be able to log in to just fine. Here's what happens:

1) Tries to switch to another organisation in Teams.

2) Login page comes up, asks to authenticate by approving on his phone's app.

3) Does not get the notification.

4) Clicks on 'I can't use my Microsoft Authenticator app right now'

5) Gets two options: Approve request on phone or Use a verification code from my mobile app

6) Option 1 doesn't work because he gets no notification. Option 2 doesn't work because the organisation is not listed in the authenticator app so he has no code to enter.

Is there a place to re-setup the authenticator for an external organisation? Or what should the steps to follow be?

It used to be that you could also get an SMS or email to authenticate, this is gone?

This is a failure at multiple levels. He cannot log in, but I'm afraid if, for instance, I lose my phone or access, I cannot log in or re set-up my authenticator because of this.

    @Jesse muller

    I did a test in my environment and phone number verification is available in Microsoft Teams. To access this requirement, please follow these steps:

    1.Login Azure Active Directory admin center, click Azure Active Directory->Security->Authentication Methods, then you will find Text message method.

    2.Click Text message(preview) and enable it, then add user in “Target”.

    3.Go back to Users-> Authentication methods and click “Access Panel Profile”

    4.Click “Edit Security info”, then you will see this page, click Add method and add your own phone number in Security info. When you add it successfully, you will see it like the following pictures:
