Sync Contacts Between Windows 10 Devices

Question

I have a Windows PC, Surface 4 Pro and a Lumia 950XL, all running Windows 10. I want to use one set of contacts for messaging and email on all 3 devices. I have Office 2016 on all three devices. I am logging into all three devices with the same live account. I have added live contacts to Outlook on my PC. When I look at People in my browser, Surface, phone, or live contacts in Outlook on my PC they are all different. Goal is simple; one set of contacts I can maintain from the People app on the web, my phone, PC, and Surface that is the default contacts for Office 2016 and messaging. I have checked the forums without luck. Most refer to Windows 7 or Windows 8.1. None seem to address my issue or have solutions applicable to my goal.

I would appreciate any help or guidance.
