Cannot open database in shared mode

Even though Access is set to open databases in "Shared Mode"

when I try and use External Data>Export>Word Merge, it receive the following message:

I have of course done that, but it does not make any difference.  I have also tried switching to Exclusive mode and then back to Shared mode, but once again without it making any difference.

I have write access to the folder where the database is located and an .laccdb file is being created in that folder.

How can I get a database to open in shared mode (the problem does NOT just affect one database, but any of them that I open).

Thanks, Tom.

Negative on all of those things, but I have now repaired the Office installation and that has overcome the problem.  I should have known to have tried that as I have advised others to do it often enough.

    I'm grasping at straws, but try this:

    Copy the database to your local machine.

    Login to Windows with an account that has local administrator rights.

    Add that local folder to the Trusted locations.

    Make sure the VBA in the database compiles OK and there are no broken references.
