One Note multiple users sync issues

I have One Note 2013 and have created a notebook that is shared across my company and currently about 15 people (5 of which have editing privileges) use this notebook on a daily basis. Seemingly randomly, over the last week we've had a few tabs and most of their sub-pages stop syncing.  It's fairly odd as I created the note book and I'm able to recover the tab and re-insert it under a different name, but it creates a huge hassle for other users. The message one note is providing says "This section isn't avaialable yet. It was added from another device.  You'll be able to use it when that device syncs." Is there anyway that I can figure out which device hasn't synced so that I can walk that specific person through how to set up auto-syncing so we don't have to deal with this again?  I could certainly send an email out to all 15 users, but some aren't as tech savvy as others and if I could pin down which machine isn't syncing I could handle it remotely.  Thoughts?  Suggestions?  Thank you

    The notebook is stored on skydrive

    All the data is not available to me.  A handful of other employees are missing it as well.  I can't isolate who's computer hasn't synced.  Do I just need to have everyone restart their computers?

    Is the notebook shared from OneDrive Online, SharePoint, shared Drive or other?

    Since you are able to open the notebook, check if all the data is available in the notebook.

    If yes, you may ask the rest of the people to close the notebook and reopen it again.
