PowerPoint 2016 Presentation Mode Pen

In presentation mode, the pen does not come up from the bottom left menu.  I can get a pen from right clicking on the slide and then selecting the pen, but I cannot get it from the bottom left menu.  (Also, the "..." button also does not do anything.  The other buttons seem to function as they should.)

I have the problem with all power-points, new or old, even newly created test power-points.  I am using a PC with Windows 7 and have recently upgraded to Office 2016.  I did not have this problem in Office 2013.

Is this a bug, a setting, or what?  How do I access the pen quickly from the bottom left menu during presentation mode?

Which edition of Windows do you have, 32-bit or 64-bit?

John Wilson's mentioned that he sees the same thing with 32-bit Windows 7.

I've got 2016 installed under 64-bit Windows 7 and this feature's working as expected.

Thank you.  Control + P does work .... but

though the Show Pop-up toolbar is enabled, the pen from that tool bar still doesn't work.
