Hosting SQL Server 2016 or 2019 in Private IaaS

Hi,
We have a private cloud based on Docker EE. SQL Server 2016 is the defacto database for several applications. For several reasons the applications need to stay in Private IaaS environment, and cannot go to Azure yet.
So we have two options:
( 1 ) Option 1: SQL Server 2016 or 2019 in Always-On cluster
( 2 ) Option 2: SQL Server 2016 or 2019 running in Docker

What is the best option from SLA, maintenance, cost point of view? Please let me know..

    SQL Server and On-prem set up are not supported on Microsoft Q&A.
    Please post this issue on MSDN where we have a dedicated forum for SQL Server and Windows Server.
