Please set the regional settings of the computer to English using Control Panel, then try to install SQL Server again. You may be using a custom culture that SQL Server setup cannot handle.

Thank you for the reply.
My PC regional setting is already set to English in the control panel. I read that win10 has problems with the SQL Express installation.

After messing with the language variables, I was able to get it to work.
