Credit Card Validation on NEW Account

I have used my credit card with another account in Azure free trial.
30 days trial with 200 $ is expired now.
So i created a new azure account and used same old card to use trial free services for a month learning.
Here I choose US instance every time with onmicrosoftdotcom ID and give my Indian credit card details .

Does Microsoft validates if a credit card is already used then not to allow it to use again with other IDs?

I have created more than 2 accounts just to test it and still same issue with different gmail and outlook addresses.

    you have to use a different credit card if you want to setup another free Azure account.

    Who is eligible for the Azure free account?
    The Azure free account is available to all customers who have never tried or paid for Azure before.

    The credit card is used for identity verification. Means: Microsoft knows who used Azure before ;-)
