Tooltip language

How can I change the tooltip language in Office 2016 from the installed language?

When I installed Office 2013 it was very easy, but I can't see how to do it in Office 2016 - or maybe I just forgot.

    Happy Christmas.

    Sorry, this feature is not available in Office 2016. You need to install get more ScreenTip languages from Office.com. After you install a new ScreenTip language, it becomes your default ScreenTip language.

    No, this did not help me.  Your screen shot appears to be of Outlook.  But I want tooltips in Word, Excel, PowerPoint, etc.  I DO NOT have Set your ScreenTip language in Options, as you do.

    What now?

    Thanks for your help, but your answer doesn't help me.  I have office 2016 and Set the Office Language Preferences is not on the Options list.  I have

    Choose Editing Languages

    Choose Display and Help Languages

    Underneath this last one, there is View display languages for each Microsoft Office program.  I do not have Choose ScreenTip Language.

    What do you suggest?
