Excel Comments Flash on Hover

When I hover on a cell with a comment it will flash and then disappear.  It is not a corrupt file. This file works fine on several computers in our office running the same version of Excel. But it does the same flashing on several other computers.   We are all running Excel 2010.

Also, this happens on all Excel spread sheets I open.

    I have the same problem with local file and on oneDrive for Business. Running Excel 2016 on Windows 7 64-bits. Soon you hover with the cursor it just flash quickly and disappear.

    I have tried to save it locally and it continues to do the same thing.

    Where is the file located? Is it saved on a network or server?
