HI MichaelFaklis-7569,
"Even if I rebuilt the system on a previous release, Windows Update would apply the 21H1 upgrade, causing this problem to return."
1.If we install latest update on win10(21h1), will the same issue happen?
2.Did you check if the same issue happen on windows store remote desktop?
3.Is your issue PC a desktop or laptop?
Do you have another old HDD or SSD disk?
We can try to clean install win10(21h1) on it, then check if the same issue happen? If the same issue happen, I think we can try to enter "windows+F" to feedback this new issue on win10(21h1) and feed back this new issue in below forum, thank you very much for discovering potential issue.

4If this new issue happen on clean installed win10(21h1), We can try to install win10 previous version before win10(21h1) on new SSD and try to use below method to stop Windows 10 from upgrading to next version temporarily. After this issue will be fixed on win10(21h1) in future, I think we can upgrade to win10(21h1) again.
