Activate an inactive Template Add In

I want to make the Normal11 template add it permanently active on all documents, new and old.

This is Word, Office 10, working on Windows (XP, 7, 10, in different computers. Problem is independent of OS).

    Thanks Doug, this did something but did not solve my problem.  We may be getting close though, please bear with me.

    This is my problem.  I have implemented many macros with buttons on the ribbon (Word Office 10).  When I save the document, I find on reopening that the macros are no longer active.  The way to activate them is to reload a template I've called Normal11.dot.   When I open, via Options --> Add Inns --> Template Add Ins -->

    I get the following screen

      Clearly, NOrmal11.dot is not checked.  If I check it, then I recover the buttons/macros.  Before I did what you suggested (copy Normal11.dot to Startup folder) I had one instance of Normal11 in this screen.  Now, with Normal11 in the Startup folder, I see it twice in this screen.  The question therefore is what to do in order to have it loaded (Added) every time, without having to go through this rigmarole.

    Instead of copying it to the Startup folder, you should move it there. You don't need two copies. It will be loaded at startup as a global template.

    That did it.  Thanks a lot.

    Now, what happens if I change the ribbon, say, adding or deleting macros?  Where will those be stored? In other words, old versions had a handy way to "save all", I think it was Ctrl+Save.  How to do it now, and where will the changes be stored?

    You will need to use File>Open and open the template from the Startup folder to be able to access the VBA code in it to make modifications.
