INDIRECT function not working

I've tried working out the examples given on several sites regarding the use of INDIRECT for dependent drop down lists. I've tried this simple example (just the first part of the Produce and the Vegetables (http://www.contextures.com/xlDataVal02.html), and I keep getting the error: "The Source currently evaluates to an error."

My intention is to validate data in a mailing list based on the country. So, if the user selects, say, USA, the validating data would be the list of all 50 states; if he selects UK, the resulting list would be all the counties in the UK, and so on.

I can't get it to work.

Does anyone have a solution? Thanks

So Debra's method works very well.  If it is not working for you, it would be an indication that you have not implemented it properly. 

at the link Vijay has pointed you to besides his solution which is similar to Debra's I believe, HanV cited three links to Debra's site:

the second two are other methods do have dependent dropdown lists
