Adding/Deleting Bullets in a protected form

I've created a form in Word 2013 for multiple users.  The form is restricted to 'filling in forms' only.  Within the form, I have several sections with bulleted lists. Next to each bullet is a text box to enter text.  While the form is protected, how do users add more bullets to the list or remove bullets if there are too many blank ones given?  Example: there's a bulleted list of 6 'blank' bullets with text boxes for text.  If the user only needs 5 of the bullets, how do they delete the 6th bullet, or add a 7th bullet if they need more??

Since you are using content controls, there is no need to apply "Filling in forms" protection.

If you want to protect a range of text and/or content controls from being deleted, you can select it and click Developer tab | Group | Group.

    I am using the Rich Text Content Controls.  Perhaps I have a setting within the control turned off/on that shouldn't be?

    As you are using a version of Word that includes Content Controls, why don't you use a Rich Text Content Controls?
