Linked Table Manager Not Working MS Access 2013

Linked Table Manager has stopped working in MS Access 2013.  I have some csv files that I have linked using Text File option.  I can access the csv with MS Access.  I open Linked Table Manager, check the file, and check 'Always Prompt for New Location' and click OK.  I browse to new location and click Open.  I get message 'Selected Files were Refreshed.' However the link is still pointing to old file location and not new.

I created a simple database on my desktop and linked simple csv files on my desktop.  Same results.

I work around is to delete the link and they create a new link to the new location.  This is cumbersome.

We have the same issue on three different computers so it is not limited to my computer.  I have uninstalled and re-installed MS Access.  I have also repaired MS Access.  I have also compacted and repaired the database.  Same results.

Please advise why Linked Table Manager would stop working and how to correct.

Win7 Professional 64bit.  

MS Access 2013 15.0.4771.1000.

    If you have tables from two or more sources (backends, linked files, SQLinstances) the Linked TableManager will do this: ask again for each and every table. Either delete all the links and relik as a batch, or relink all the Access tables in one operation, then the Excel sheet.

    I just experienced exactly the same problem.  I have a large operational production database that I use to support a non-profit organization that has 44 linked Access data tables and one linked excel sheet.  I create a separate Development copy of my Operational DB linked to the same 44 tables of test data in a separate Access file.

    Whenever I complete an enhancement project, I routinely use the Linked Table Manager (LTM) to point all linked tables back at the production data, rename the Access file and move it into Production.

    Today, suddenly, the LTM stopped working!  I used exactly the same procedure as always, right-clicking on the first linked table, opening the LTM, clicking "Select All" and "Always Ask..", browsing to the production data file, clicking OK and getting the answer "All tables succesfully relinked".

    However, today instead of the expected "All tables succesfully relinked", it went back to the point where you browse to the desired new link location with the note at the top saying ""Select new location of [second linked table in the database].  If I repeat, it continues the cycle, moving one more table down the list but even the tables already processed have not had their link changed.

    I have rebooted and relaunched Access with no change. Also,Not checking "Always Ask..." has no impact on the results.  Very frustrating an dblitating. with 44 linked tables!

    Does anyone have a fix or explanation?

    Tested linking xslx files and changing the link using the Linked Table Manager.  It worked. So it is something to do with the csv files. I am testing simple csv files like below.

    File One

    State, Abbr

    Texas, TX

    Louisiana, LA

    Arkansas, AR

    File Two

    State, Abbr

    Florida, FL

    Georgia, GA

    Maryland, MD
