Based on my experience, the issue could be caused by many factors. Could you try the following things to see if there is any improvement?
- Delete the batch, and recreate a new batch to run cutover migration.
- Please make sure you install the latest update, and restart the server.
If the issue persists, please view the details in the right part of the migration batch page, and select one of the impacted user mailboxes. Then you can use Exchange Online PowerShell to run the following cmdlet.
Get-MigrationUserStatistics -Identity *** Email address is removed for privacy *** -IncludeReport | FL
Get-MigrationStatistics | fl
Get-MigrationBatch -Identity "the batch name"
