To resolve this issue you might try doing an Online Repair of Excel 2013/Office 2013. Follow these steps to perform an online repair of Office 2013:
- If you are on Windows 10; Windows 8 or Windows 8.1 you may follow these steps: right-click on the Windows icon/logo (bottom left-corner) > Control Panel.
- In case you are on Windows 7 then click on Start > Control Panel.
- From Control Panel navigate to Programs and /or Programs and Features and right-click on your Office 2013 installation.
- Click on Change and then select the Online Repair option.
- This step would repair/reinstall Office 2013.
- Once completed, make sure to restart the computer.
Check if the above step works and you are able to open Excel 2013 normally without experiencing the error.
