    Hi @Anonymous

Thanks for visiting our forum, according to your description above, the mails sent from your Oracle server are no more readable after you deploying a new Exchange 2016 server to your environment. Do you mean the messages you received are garbled? Please correct me if I have any misunderstanding about your question.

Have you checked whether the garbled mails occur both in Outlook client and OWA? And will other html format mails sent to your server have the same problem?

From Exchange server, we could troubleshoot this issue using pipeline tracing log. Pipeline tracing captures verbose information about the changes that each transport agent applies to messages in the transport pipeline in message snapshot files. The official document provides step by step guide to Configure pipeline tracing
This will help determine whether the issue occurs before or after the mails received by Exchange server.

In addition, please check if any changes have been made on your Oracle server which may lead to this issue, you could also try sending the mails to other email addresses to verify the result again. And also note that we could not support to help you check and modify the SQL code you provided above, thanks for your understanding!
