Conditional Formatting button grayed out under "Advanced View Settings: task timeline

How do I change the Conditional Formatting  button under "Advanced View Settings: task timeline" to be active so I can select it? currently it is grayed out.

    Using Outlook,

    We utilize Microsoft Exchange....

    Also for our company, Microsoft applications polices are handed down by IT, so there is a chance that this is an IT restriction...?
