Having issues with One Note Error Message

When I try to Sync i get this  error message.

We need the password to sync this notebook. (Error code: 0x803D0005) There was an error communicating with the endpoint at 'https://docs.live.net/skydocsservice.svc'.; The server returned HTTP status code '403 (0x193)' with text 'Forbidden'.; The server understood the request, but cannot fulfill it.

Welcome to Microsoft Community.

In order to resolve this issue let us know the following:

1. Are you connected on a network or domain?
2. Does this problem arise in OneNote 2013 only? Have you checked other applications like Word, Excel etc.?

This seems to be a signing-in issue with respect to your credentials. In the meantime you may try the following steps and check if it resolves the issue:

1. Close all windows including the OneNote on the computer.
2. Remove your Account Credentials from the Control Panel and after restating the computer try signing into the Account again from OneNote using your Microsoft Account.
3. Go to Control Panel.
4. Go to User Accounts and Family Safety -> Click on User Accounts.
5. In the left pane, click Manage your credentials.
6. In the Credential Manager > Windows Credentials > Generic Credentialslook for the ID and password (your Microsoft Account) that you want to remove and remove it and restart the computer.
7. Open OneNote and from File > Account, try signing in with your desired Microsoft Account credentials.

Close and reopen OneNote 2013. Check if the issue resolves or still persists.
