OneNote is in the cloud.  For this reason, I do not do thing like store lists of passwords or account number information there.  Based on how the cloud works, Is it theoretically possible to view a file on my hard drive that I have attached to a OneNote.

    Hello Hugh,

Welcome to Microsoft Community and thank you for posting your query.

Do you have OneNote installed on the computer?

To open the notebook in OneNote 2013 from OneDrive, use the option ‘Open in OneNote’.

You may sign into the OneNote 2013 application using the OneDrive account and then open the notebooks by going to File, Open and OneDrive. For more information on the same, refer to the following link.
