Formatting issues when saving a word document as a PDF file

I am having issues creating a PDF file from a word document using Word 2013. When sending the word document between computers the formatting is maintained, but when saving as a PDF there are spaces and breaks inserted at certain points:

  • Duplicates tables where there are cross references.
  • Inserts page breaks at cross references. 

The cross references are just created using Microsoft word. If anyone could provide any assistance with resolving this issue it would be much appreciated.

Saving as PDF is essentially a "print" operation, so my guess is that a document sent from one computer to another would display the same problems if printed. This is because cross-references are fields, and fields are updated at print time. This strongly suggests that extraneous content has crept into the bookmark the cross-reference is referencing.
