Proofing language settings won't save

I'm using Word 2013 and the spell check function keeps getting turned off in the Language settings in the Review tab.  In the "Set Proofing Language" window there is a check box for "Do not check spelling or grammar" that keeps checking itself even after I uncheck it and save.  As soon a I navigate away from the Review tab the setting reverts back to checking the "Do not check spelling or grammar" box in the Proofing Language settings.  I've tried resetting the system Language settings and it still does the same thing.  What am I missing?

Do you have everything in the document selected when you are unchecking that box?  The setting only applies to the selected text.
