Return not moving down a cell Excel MAC

In Excel all of a sudden I have to click "Option > Return" for my cell selection to move down. I went into preferences and made sure that the "After pressing Return, move selection: DOWN" was selected. I even tried changing this, closing the file, and reopening then changing it back to down, still no fix.
Suggestions?
