Creating a global template

In Word 2003 I wish to create a global Macros file (MyMacros.dot with keyboard shortcut Alt-N) which is independent of Normal.dot. I proceeded as follows:

File→New

After entering the macro code I saved the file as a Template .dot file in the Word STARTUP folder.

The macro is not working and is not listed in the Tools→Macro→Macros window.

I would be grateful for help on what I am doing wrong.
