We are wondering how do we use tabs in our pages in SharePoint Online, we are trying to prevent the user from having to scroll large volumes of content. We would also like to have the ability to insert webparts in our tabs. Is there a webpart that Microsoft supports or a recommended process that can be easily supported?

Per my knowledge, there is no OOTB way to make web part tabs in the SharePoint Online modern page.
As a workaround, you could use SPFx web part to achieve this.

@Durell Clay Tabs feature for SharePoint modern pages will be coming in future.
Currently, you can use collapsible sections in SharePoint modern pages.
