"Cannot open file" error opening a PDF hyperlink from Word

I am running Office Professional Plus 2010 on a 64bit Windows 10 machine.  In my document are two kinds of hyperlinks.  The website links work fine but the website pdf links will not open and give the error in the title.  Copy pasting the links into the browser works --the links are live.

I have tried opening them in safe mode - did not work

I have tried the regedit -both the incredibly outdated one on this site that everybody links to and also the one at this path: HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Common\Internet  ---new DWORD Value named BasicAuthLevel set to 2

I have tried setting the default browser to IE, didn't work but I didn't restart my machine

I tried some things in the trust center but am not sure I did them right

Any suggestions?  Thanks in advance.

    I believe it is up to date, we just upgraded to win 10 and office 2010.  Word is version 14.0.7173.5000(32-bit).

    Our IT sets things up and then we have to walk them back so I am unsure if any necessary programs have been disabled.  Any ideas on how to check would be helpful.  Other web links work from the same document so it isn't a web access issue but could definitely be a web-pdf issue.

    I did repair word, to no avail. 

    The regedits do not exist in my registry and don't seem to work when I manually put them in.  I don't need to do a full restart after each one do I?  Just restarting word will suffice?

    To further assist you, answer the following questions:

    • Is your Office Professional Plus 2010 up to date?
    • Have you temporary disabled some programs that can be preventing Word from accessing the PDF file on the internet?
    • Have you tried to repair Word and try to access the file again? Click on this link on how to repair Office apps.
