oartconv.dll is missing

I am using windows 8.1 and ms office 2016. When I try to open an excel  from the desktop, it shows always  an error message oartconv.dll missing.  But I can open the excel file through Microsoft excel -> File -> Open -> and selecting the file. 

But when I double click the file to open through excel , the system show the error message oartconv.dll missing. Please can you help to fix the problem and  how I can update the the dll file again.

I can open   word file from the desktop, only excel have the problem to open

Hi,

It's possible that OARTCONV.DLL, which helps Excel in opening files, is corrupted or actually missing from your computer system. This may be a result of virus or malware infection on your computer, or some changes on your PC.

To fix this issue, we recommend using the System File Checker (SFC) tool. Check out this article for detailed steps in using SFC.

If using SFC will not work, you may repair your Office application by following the steps on this link.
