SharePoint 2013 Workflow Not Started Status

I created a simple 2013 workflow in SharePoint designer.  It is set to run when an item is changed.  No matter who edits a task, the workflow won't run.

If I run it manually, it sits in not started status.  When I try to terminate it, it doesn't terminate.

I am the SharePoint admin, so it's not a rights issue.  Other workflows that were previously setup seem to be working fine.

    Thanks for the updates.

    Could you share a screenshot of the design of your workflow with us? And any details on your configuration would be much appreciated.

    Meanwhile, please try the steps below and send us the outcomes:

    1. Recreate the workflow using SharePoint 2010 Platform and apply it to the list or library.
    2. Recreate the workflow for another list or library.
    3. Try the following workflow and see if it can be started correctly.

    They can help us to identify if the issue is related to the workflow.

    1. I can start a template 2010 workflow. It doesn’t run due to some configuration (we don’t use 2010 workflows), but it starts and runs under my user id.

    Hi Shawn.Michael,

    Could you capture a screenshot about step 2 for our reference? This will help us have an intuitive understanding.

    Besides, if you add a simple approval workflow to a library (set to Changing an item will start this workflow), can it work/start normally?

    Yes, but I never get the prompt that you show in step 3. When everything was working, step  2 always started the workflow.

    Also, a correction to my original post – none of the workflows are working at this time.

    Could you let us know the detailed steps you configured the 2013 workflow so we can try to reproduce from our side?
