track changes in restricted documents

I have created a Word doc in Word 2010, and there are some sections that I want to be  read only, so theycan’t be changed.   I figured out how to restrict the editing and create certain sections as read only, but when I do this, it disables the “track changes” option – which I do not want.  I want users to have the ability to track their changes in the sections that they are allowed to edit.  I can’t figure out how to turn track changes back on.  I know that the Restrict Editing feature allows me to restrict access to ONLY allow tracked changes (any changes made to the document will show up as tracked changes) - but this is not what I want. Any suggestions?

How did you make certain sections read-only? If you made use of the Restrict Editing task pane, many functions will be disabled in the process, as you have noticed.

However, as an alternative, you can select one or more text ranges and click Developer tab | Group | Group. That protects the selected areas without limiting functionality in the rest of the document.
