adding "not equal to" conditional formatting to ribbon

Being a frequent user of "not equal to" conditional formatting I was wondering how it could be added to the ribbon under Conditional Formatting > Highlight Cell Rules:

Microsoft 365 and Office | Excel | For home | Windows

    I believe that it is probably not practical to satisfy everyone with every thing they would like to have.  The option you require is in "More Rules". From my past experience I believe Microsoft are reluctant to change anything that already works and in particular if there is a work around but you never know, you might be lucky.

    It already exists. See the following screen capture.

    Above means cells that contain a cell value that is not equal to 2

    I know the functionality exists.

    I'm looking at adding it to the ribbon as stated in my original post.

    I have added a visual to my original post to held clarify my request.
