federate user could only change the password from the local AD side

Here is my assumption:
If not, please correct me.
If so, this is an expected behavior. By default, ADFS federated users cannot change password in Office 365. They are redirected to on-premise ADFS for authentication. Password change nees to be done from on-premise AD.
Moreover, to manage their on-premises AD passwords from the cloud, we can deploy Password Writeback feature. For detailed information, please see:
